The dimensions Institucional and Cultural Politician possess a proximity in its borders, and must be always gifts in any initiatives of sustainable local development. However, in each territory, the degree of importance of each one of them can vary therefore possesss proper characteristics. Capra (1996, P. 231-235), being based on the agreement of ecosystems as autopoiticas nets (Maturana and Varela apud Capra, 1996) and as dissipativas structures (Prigogine apud Capra, 1996), affirms that an organization standard possesss five characteristics: interdependence, recycling, partnership, flexibility and diversity and when applied in the society human being these principles configure lines of direction for construction of communities sustainable human beings. The development concept involves aspects that go beyond the idea of economic growth. However, it is basic to know how this growth occurs and as its results they revert for an improvement in the quality of life of the people. For this, she is necessary to have in mind the equal concept of fairness, or conditions, that guide the beginning of the human development: An essential component of the human development: the people must have access the equal chances, in way that can participate and if benefit of the fruits and the chances created for the process of economic growth. However, given the accented degree of inaquality observed in the majority of the nations, this equity does not depend only on the elimination of eventual barriers that can hinder the people to usufruct those chances and benefits fully; in the truth, the inaquality and the poverty are, in itself same, the biggest barriers to this participation.
